John “JB” Byrd Recognized for1 5 Years of Service at JMP&A

FAIRFAX, VA– John “JB” Byrd was recognized today on the occasion of the 15th anniversary of his employment with John M. Palatiello & Associates, Inc. (JMP&A), a government relations and association management firm.

Since joining JMP&A in January of 2005, Byrd has built a reputation as a trusted and effective advocate for the firm’s clients, and has become a recognized subject matter expert on issues related to the surveying and geospatial profession, Federal procurement, infrastructure, natural resources, and private sector utilization.

During his tenure at JMP&A, Byrd has risen from government affairs manager to vice president. In 2018, JMP&A merged with Miller/Wenhold Capitol Strategies (Miller/Wenhold) and operates as a wholly owned subsidiary. Byrd holds the title of vice president in both JMP&A and Miller/Wenhold.

As a lobbyist registered before Congress and the Federal government, Byrd has raised the profile of his clients and their public policy agenda.   Among his many significant accomplishments are: reforms to flood insurance rate maps (FIRMs) in the National Flood Insurance Program (NFIP) of the Federal Emergency Management Agency (FEMA) in the 2012 Biggert-Waters Act; increases in appropriations for the USGS 3-Dimentional Elevation Program (3DEP); improvements to the Federal government’s building inventory, known as the Federal Real Property Profile, in the Federal Assets Sales and Transfer Act of 2016 (FASTA) and the Federal Property Management Reform Act of 2016, as well as improvements to the Department of Defense and the U.S. Army Corps of Engineers real property records; provisions in the Protecting our Infrastructure of Pipelines and Enhancing Safety (PIPES) Act of 2016; significant provisions in the Geospatial Data Act of 2018; inclusion of geospatial expertise on the precision agriculture task force authorized in the 2018 Farm Bill; formation of the House Yellow Pages Caucus in Congress; and the coordination of geospatial data as prioritized in the Office of Management and Budget’s 2020 Action Plan in the Federal Data Strategy. Byrd has also successfully facilitated numerous appearances by JMP&A and its clients as witnesses to provide testimony before Congressional committees, as well as meetings at the White House and among federal agencies.

Byrd manages coalitions, including the 3DEP Coalition, Digital Coast Partnership Advocacy Coalition, and the Coalition for a White House Conference on Small Business. He also participates in coalitions for client engagement, such as the Alliance for Aviation Across America, Construction Industry Procurement Coalition, Flood Map Coalition, GPS Innovation Alliance, Infrastructure Working Group, and USGS Coalition.
