Urban planners need a lot of reorientation in order to prevent massive loss of lives and properties in the event another disaster hits Philippine cities, according to urban planner/architect Jun Palafox. Same goes for policy crafters in government, who also need the political will to push reforms, Palafox added. Palafox said development of Metro Manila still follows the Burnham Plan crafted in 1905.
